Casino industry benefits to Illinois
On January 11, 1990, the General Assembly passed the Riverboat
Gambling Act to establish an industry that would serve as a major
employer, charitable donor, capital investor and state and local
taxpayer. Since 1990, ICGA member casinos have been major contributors
to the state economy, generating hundreds of millions of dollars
for Illinois communities and public education. For example:
• More than $550 million in 2002 to public education
• $327 million per year in payroll and benefits for 11,000
casino employees statewide
• More than $150 million worth of business to local Illinois
suppliers
• $35 million to local charities and community groups
A punitive new tax
Last spring, in an effort to address the state’s budget problems,
the Illinois General Assembly passed a bill that raised taxes on
riverboat casinos, increasing the top rate from 35 to 50 percent
of adjusted gross revenues.
The new 50-percent top tax rate on gaming – the highest tax
rate by far in the country – punishes an industry that makes
significant contributions to the Illinois economy.
Experts now forecast budget shortfalls in Springfield well into
the future. This long-term problem calls for a long-term, fiscally
sustainable solution that maintains a solid tax base but also encourages
economic activity.
A Better Deal for Illinois: A Better Way
The casino industry and other members of the campaign support a
sustainable plan—A Better Deal for Illinois—that
will meet the state’s need for new revenue and create an incentive
for the riverboat casino industry to invest new dollars in jobs
and facilities.
Because of increased business activity at each casino, this plan
will generate more tax revenue than the state currently receives
under the tax rate passed last spring.
