In 1990, the Illinois General Assembly passed the Riverboat Gambling Act allowing for the operation of 10 riverboat casinos. In 2019, Illinois legislators authorized the issuance of six more licenses, and two of the new casinos are already operational. The other five casinos are in various stages of the approval process. The Illinois Casino Gaming Association (ICGA) represents 11 of the 12 casinos currently operating in Illinois.

The riverboat casino industry has also brought opportunities to individual Illinois citizens.
